Oscar seems to spend a lot of his time sitting around and doing "The Move" while waiting for Steve or Jaime to return from his dangerous missions.

Paul has commented how the Rudy episodes where he gets out of the lab were always better and gave whatever actor was portraying him a chance to stretch his acting muscles.

Both Steve and Jaime have had to pretend to be something they weren't and quite often changed their last name (hardly ever their first) in order to not be recognized (like their faces wouldn't tip people off).

Oscar has had his share of losers working for him at the OSI. They turn out to be traitors who will quickly sell out Steve, Jaime, Oscar, and Rudy in order to make a quick buck.
